The piece suffers from the problem of costing you 83 points to do 20 points of damage a round. Look at all the other ways you can spend 83 points and see how much damage per round you can get out of that expenditure.

Titans become very difficult to justify if they have only one attack, or if they lack a robust area attack, or if they're easy to gang up on.

This piece suffers from a variety of minor drawbacks, all of which, combined, make it not as appealing as it first appears.

That's my take, anyway.

Sure, put him with a Tomebound Arcanist, a few bodyguards, and some fodder.

Alternately, use two of them and a big pile of fodder.

I think this piece might be knocked up a bit with the coming rules change; A good change of dazing opponent at range 5 and ability to fly gives some options...

IMO, it's still not enough.  Compare it to something like the Exarch of Tyranny which only has 1 less DEF and 10 less HP (which it easily makes up for by healing when it kills something.  When you also consider that it has a higher attack bonus and free attacks when people activate next to him, what are you getting for the extra 30 points?  Flight, reach 4 and daze?  Even with the new rules for dazed this isn't even close.  For the difference, you could fit a warhorse, bodyguard and extra fodder.

Anyway - if you're looking for creatures that can benefit from the change in rules regarding the dazed/staggered condition, I'd take a long look at the Caller in Darkness and the new Draegloth.

The comprehensive rules have been updated by the new stewards of the game.  Many of the changes were supposed to be rolled out with Feywild, but since it was canned, they're implementing them now.  It's a fairly big update.

A brief summary of changes:

Dazed = as before but can only take one action on your turn (ie move or attack, not both - a charge is one action though).Â

Staggered is removed and is now considered the same as Dazed

Confusion now causes the affected creature to be dazed.  When activating, 1-5 means it is dominated, 6-15 it does nothing, 16-20 acts normally.

Dominated is controlled by opponent but dazed and can only make basic attacks

Blasts have been introduced (same as RPG).  New restats will include creatures with blasts.

Cones are removed and replaced with blasts (3 for a small cone, 5 for a large cone).

Where will we see these changes? Since there will never be a new rulebook issued by WOTC is this a PDF or something?  Where do we get it?

They're still working with a beta version.  The changes become official on Nov. 18 with the release of Demonweb.

In the meantime, here's a link for the beta version if you're insterested in reading it http://www.ddmoracle.com/downloads/DdmComprehensiveRulesBeta.pdf

You are right, and this is an excellent example to illustrate why the current designers have no idea what they are doing.  Essentially, this figure has many attributes we would see in a dragon, that it so much resembles, but is unable to use them.  Such a creature should realistically have many forms of attack, bite, claw, tail slap, wings, stomp, etc all of which would be lethal to a human sized character.

The 'house'  rules are dumb.  In a realistic game this figure would be able to do much more.  Don't make a large, dragon-like monster with a tail, sharp teeth, wings and claws, and then say it cannot use them.  If intelligent adults were creating the stats this creature would have to be far more formidable.   More and more, we see formidable looking monsters being just so much easy to kill cannon-fodder for the kiddies.
